What the baseline does
Identity minted into one-shot circuits, spent as proofs that die with the request or the sheet.
For decades digital identity meant storing something stealable: a password, a certificate private key, a token, or a biometric template in a shared database. Circuit Authority relocates baseline identity into one-shot cryptographic circuits spent as proofs that die with the request or the sheet. Foundry-class minting produces the identity; Pass+ or paper codebook sheets produce the proof; verifiers check once and spend. A human can prove without asking a platform’s permission each time for baseline flows, online or offline. The human baseline tier is free of service when live - without biometric template enrollment into irrevocable databases.
Onboard binding (XOR)

When a relying party onboards an identity, it binds exactly one resolution path: a Circuit Authority org handle, or an external verifier URL you already host. Dual binding is rejected so digest resolution has a single source. Free baseline enrollment is not open yet — institutional pilots now; civic free tier when the roadmap opens.
